In the course of his thirty year career in the federal public service, Ronald Bilodeau held a variety of positions with different departments, namely Regional Economic Expansion, Public Service Commission, Transport Canada and Canadian International Development Agency, Communications Security Establishment of Canada (CSEC) and served as the second highest ranking civil servant of Canada as Deputy Clerk of the Privy Council Office (PCO). Ronald Bilodeau studied at the University of Montréal where he received a baccalauréat and a master’s degree in political sciences and including advanced studies at the prestigious École nationale d’administration (ENA) in Paris. .
From 1975 to 1981, Mr. Bilodeau occupied various management positions in the Department of Regional Economic Expansion. During the next four years, Mr. Bilodeau held Assistant Director and Director positions of Regional Development at the Ministry for State for Economic Development.
The Treasury Board Secretariat retained Mr. Bilodeau’s services from 1984 to 1987. He was assigned two management positions: Director, Industry, Transportation and National Resources Division, and Assistant Secretary (Industry, Transport and Resources).
In 1987, the Privy Council Office welcomed Mr. Bilodeau to his new duties of Assistant Secretary to the Cabinet for Government Operations and Labour Relations. Mr. Bilodeau was later Assistant Secretary to the Cabinet for Economic and Regional Development Policy. In 1990, Mr. Bilodeau was promoted to Deputy Secretary to the Cabinet (Operations) – a position he held for three years.
In February 1993, Mr. Bilodeau was appointed Deputy Minister of Energy, Mines and Resources (EMR). Soon after the June 1993 amalgamation of EMR and Forestry Canada, Mr. Bilodeau became the Deputy Minister of the new Department of Natural Resources Canada.
In May 1994, Mr. Bilodeau returned to the Privy Council Office as Deputy Minister and Associate Secretary to the Cabinet (Intergovernmental Relations).
In August 1996, Mr. Bilodeau became Associate Secretary to the Cabinet and Deputy Clerk of the Privy Council. While retaining these responsibilities, he also acts as Deputy Minister to the Deputy Prime Minister beginning March 11, 2002.
In September 2002, Mr. Bilodeau assumed additional responsibilities as Security and Intelligence Coordinator and Deputy Minister for the policy and operations of the Communications Security Establishment.
In June 2003, Mr. Bilodeau joined Canadian Pacific Railway as Vice President – East, Government Relations, based in Montreal. On July 1, 2004 he was appointed Vice President, Government Affairs. He is responsible for developing business relationships with federal, provincial and state governments.
