Served as Canada’s Ambassador to Israel; 15 year veteran of the House of Commons , Ambassador David Berger is a lawyer and business and public policy consultant. He writes and speaks on innovation strategy and international affairs.
David is a skilful and determined advocate for his clients and their interests. He has unique experience in law, business, elective office and diplomacy. David has extensive contacts in government, business, and academia, in Canada and internationally.
David serves clients in trade and immigration law, and project development and finance. He advises clients in all aspects of government relations, including strategy and communications.

Career summary
From 1995 to 1999, David served as Canadian ambassador to State of Israel, representative to the Palestinian Authority and High Commissioner to Cyprus. David represented the government of Canada with distinction, during a period of great stress in the Middle East Peace Process, considerable turmoil in Israeli domestic politics, and expanding bilateral relations between Canada and Israel. Notably, the Canada-Israel Free Trade Agreement was concluded in his first year in Israel and entered into effect in January 1997.
In 1995, David served as Special Advisor on Small Business to the Prime Minister of Canada.
From 1979 to 1994, David was a Member of the House of Commons of Canada. In 1994, David was elected Chair of the House of Commons Standing Committee on Industry. He previously was a member of various Standing and Special Committees of the House of Commons including Regulatory Reform, Miscellaneous Estimates, Research, Science and Technology, and Finance.
From 1990 to 1993 and from 1984-1987, David served as Critic of the Official Opposition for Science and Technology. In 1983, he was appointed Parliamentary Secretary to the Minister of Consumer and Corporate Affairs. In 1982, he was appointed Parliamentary Secretary to Minister of State, Small Business and Tourism.
As Chair of the House of Commons Standing Committee on Industry, David led an all-party study on the access to capital for small and medium-sized businesses, including debt, equity and venture capital financing. The highly acclaimed report, entitled Taking Care of Small Business, had a major impact on government policy in this field.
David also authored and/or participated in drafting parliamentary reports on Regulatory Reform, the Canadian Space Program, the Networks of Centres of Excellence, and an Inquiry into the Industrial Research Assistance Program.
From 1975 to 1979, David was Vice-President of the Montreal Alouette Football Club, Inc. In 1979, David served as President of the Canadian Football League.
